The Planning Process
Under the Local Government Act 2002 each Local Authority is required to undertake long-term planning with its community. The Hastings District Council’s LTCCP 2006 – 2016 was adopted on 29 June 2006.
Amendments to the LTCCP 2006-2016
The Council adopted two amendments to its 2006-2016 Long Term Council Community Plan on 28 June 2007 and 4 July 2008.
The first amendment includes the following:
- A Development Contributions Policy
- A targeted rate to fund parking services in Havelock North
- A targeted rate to fund stormwater provision in Whakatu
- First amendment (adopted 28 June 2007) (PDF 1.15MB)
The second amendment includes
- The development of a Regional Sports Park
- Second amendment (adopted 4 July 2008) (PDF 1.4MB)

The Hastings District Council LTCCP has been produced in two volumes and three supporting documents as follows.
To reduce the size of the documents for the web, they have been divided into sections and reproduced at a lower quality. See below if you would like a higher resolution copy.
(1) Volume One – Vision and
Planning
Contains information on the key proposals in the plan,
the community outcomes process and what Council in partnership
with the community intends to do to further these. This
volume also contains more detail on the activities Council
undertakes, service levels, issues facing the activity
and the cost of providing the activity.
(2) Volume Two – Policies and
Financials
Contains details of the significant policies Council
is required to publish as well as financial and rating
information. This volume also contains information on
Council’s statutory fees and charges.

- (C) Full Financial Contributions Policy
How do I get a copy of the LTCCP?
Copies of the Summary LTCCP are available at the Main Council Administration Building on Lyndon Road or at public libraries.
The full plan is available in CDROM from the Main Council Administration Building and at public libraries.
The plan is also available in printed form on request by emailing lexfv@hdc.govt.nz or by phoning (06) 878 0510 ext 8735.
There is no charge for copies of the LTCCP.
