Building Overview

The Building team is part of the Resource Management group within Hastings District Council. We carry out Council’s statutory responsibilities under the Building Act. Our staff are trained professionals with backgrounds covering a range of building disciplines including architecture design, engineering, plumbing and construction.

Using the information that you provide in your application, our staff will be able to issue you with a building consent or advise you of any additional information required in order to approve the application.

We are committed to providing excellent customer service and aim to help you obtain your consent as fast as possible, while also ensuring that your building project meets all legislative and Building Code requirements.

Most types of building work require a building consent to ensure compliance with the Building Act 2004 and the regulations of the New Zealand Building Code.  The purpose of these legislative requirements is to ensure that New Zealand buildings are soundly built, meet acceptable standards with regard to health and safety, meet the needs of the building users and achieve environmental sustainability.

What is our role?

We administer the Building Act and building regulations within Hastings district by:

  • Maintaining records of building information and making them available to the public.
  • Issuing project information memoranda (PIMs).
  • Processing building consent applications.
  • Granting or refusing waivers or modifications of the New Zealand Building Code.
  • Issuing Code Compliance Certificates (CCCs).
  • Issuing compliance schedules and recording building warrants of fitness for buildings other than single residential dwellings.
  • Enforcing the provisions of the Building Act, the building regulations and the New Zealand Building Code.

What is your role?

If you are the owner of a property where building, alterations, site works, demolition or plumbing/drainage works are to be done, the Building Act places many responsibilities on you including legal responsibility if any part of the project does not meet Building Act requirements. This includes responsibility for your contractors and ensuring all consents required are obtained.
