The purpose of this Bylaw is to:
- Ensure the Hastings District Council is able to meet its obligations under the LGA, in particular its obligations in Part 7 of the Act;
- Ensure the protection and safety of Hastings District Council personnel and the general public;
- Protect the Hastings District Council’s investments in existing and future water supply, wastewater and stormwater infrastructure, treatment plants and disposal facilities;
- Clearly define the obligations of owners, occupiers and the public in relation to the public water supply, wastewater network infrastructure and stormwater network infrastructure;
- Regulate discharges, including trade wastes, hazardous substances, wastewater and stormwater into the Hastings District Council infrastructure and then into the receiving environments for such discharges;
- Ensure an equitable distribution of costs for the utilisation of the Hastings District Council water services network infrastructure, and for the processing, treatment and disposal of discharges, and in particular the distribution of costs between ordinary and extraordinary users of the network infrastructure; i.e. domestic and commercial water consumers, domestic and trade dischargers to sewer, and residential and commercial or industrial dischargers of stormwater.
- Ensure that users of the Hastings District Council’s water services infrastructure manage their use of that infrastructure so environmental standards are met.
