You can view council’s Meetings Calendar that lists when meetings will take place. Committee information like Agenda and Minutes documents from meetings past and meetings coming up.

Council adopted its own Standing Orders on 28 January 2021. These are based on the Model Standing Orders of Local Government New Zealand. These Standing Orders govern meeting procedures to enable effective Local Government and public accountability.

Agendas and minutes

If you require agendas or minutes that are not on our website please send us an email. You can view all open agendas and minutes during normal office hours at the:

  • Reception counter - Council's administration building, Lyndon Rd, Hastings
  • Hastings Public Library, Eastbourne St, Hastings
  • Havelock North Library, Te Mata Rd, Havelock North
  • Flaxmere Library, Swansea Rd, Flaxmere

Public excluded agendas are not available to the public however public excluded item headings can be seen at the back of the open agendas.

Agendas and Minutes

Agendas for all open Council and Committee meetings are available for public inspection two days prior to the meeting, with the exception of Extraordinary meetings of Council where agendas are available as soon as is reasonable and at the meeting. (Public excluded items are not included). Copies of the current open agendas and minutes may be inspected during normal office hours at the Council.

Council Meetings

Formal Council Meetings are held at monthly intervals, with the cycle commencing in February and ending in mid December. The Council delegates some of its decisions to its Standing Committees, Subcommittees and the Rural Community Board. The delegations are contained in the Council’s  Delegations Register.

Council meetings are usually held in The Council Chamber, Civic Administration Building, 207 Lyndon Street East, Hastings, at 1.00 pm.

Extraordinary meetings of Council are called to deal with specific issues, as and when required. Public notification of the meeting must be given as is reasonable, and must include the general nature of the business to be transacted.

If the meeting was not previously notified in the usual manner, resolutions from these meetings must be notified as soon as practicable, unless the resolution was passed in the public excluded section of the meeting.

Standing Orders

Standing orders contain rules for the conduct of the proceedings of local authorities, committees, subcommittees and subordinate decision making bodies, and local and community boards. Their purpose is to enable local authorities to exercise their decision-making responsibilities in a transparent, inclusive, and lawful manner. Petitions

A petition is a paper or electronic document addressed to the Council.  It asks the Council to act on or address a local or private concern.  Here are some guidelines to assist when writing and presenting a petition.
