
Hastings District Council is proposing a plan change to establish new heritage and design controls for buildings located within a Central Character Precinct.
The Central Character Precinct includes land that has frontage to Hastings Street, Eastbourne Street, Karamu Road, Warren Street, Nelson Street, King Street, Queen Street and Market Street and will overlay distinct portions of the existing Central Commercial Zone. The plan change arose as a result of development pressures, which have led to community concerns over the loss of buildings and a change in character within the Hastings Central Business District (CBD).
In addition, the implementation actions and recommendations of the Commercial Strategy and the Draft Hastings District Heritage Management Strategy, both include making changes to the District Plan, to:
(a) increase the level of protection for townscape heritage; and
(b) introduce design controls, to ensure that the adverse effects of building design on the streetscape and historic heritage is better-managed.
An analysis of the existing Central Commercial Zone provisions of the Hastings District Plan has identified that there are very few controls on building design within central Hastings.
The Plan Change therefore aimed to add to those limited existing provisions, by placing some control over the actual design and appearance of buildings by ensuring that new developments and alterations are assessed within the context of the surrounding built environment.
The Plan Change would change the District Plan maps and introduce new rules and standards relating to additions, alterations and new buildings within the Central Character Precinct.
The Plan Change was notified on 3 July 2004 with the closing date for submissions being 2 August 2004. The closing date for further submissions was 6 September 2004. Seven submissions were received - one in opposition (which was subsequently withdrawn), three in full support, and three in support subject to amendments. Thirteen further submissions were received.

Submission hearings took place on the 1st March 2006. The Hearings Committee approved the plan change with amendments.
Council resolved to adopt the recommendations of the Hearings Committee and approve Plan Change 23 on the 16th March 2006.
Council’s decisions on submissions were formally notified on the 29th April 2006.
The period for appealing Council’s decision to the Environment Court lapsed on the 9th June 2006 with no appeals being received.
On the 29th June 2006 Council resolved to make Plan Change 23 – Heritage and Design Controls operative on the 10th July 2006.
In accordance with Clause 20 of the First Schedule of the Resource Management Act 1991, public notification that Plan Change 23 to the Hastings District Plan will become operative on the 10th July 2006 was published in Hawke's Bay Today newspaper on Saturday 1st July 2006.
