Plan Change 30

The Hastings District Council proposed a plan change to change the provisions of the Hastings District Plan as they relate to the Goddard Lane Proposed New Urban Development Area.

  • Plan Change 30 and a Notice of Requirement were notified 22 January 2005
  • Submissions closed 4.30pm Friday 18 February 2005
  • Further submissions closed 4:30pm Wednesday 13 April 2005

In outline, Plan Change 30 and the associated Notice of Requirement involved the following:

  • Widening of Goddard Lane by designating and purchasing land from private owners,
  • Upgrading the intersection with Goddard Lane and Napier Road,
  • Allowing traffic from potential development to use Goddard Lane,
  • Allowing remaining traffic from the existing Pratley Properties/ Mary Doyle Trust sites to use the existing Martin Place and Karanema Drive entrances only,
  • Removing the Yorktown Investments site from the Goddard Lane Proposed New Urban Development Area, while adding the Person site to this area.
  • Deleting the existing structure plan within the Hastings District Plan for the Development Area.
  • Providing Financial Contributions to recover the costs of facilitating the development of this Development Area.

Although at the time a preferred option, this plan change involves compulsory land acquisition under the Public Works Act to widen Goddard Lane from the existing 12m in width to 18m. This component of Plan Change 30 was strongly opposed by Goddard Lane residents, through the submission process.

Additionally, since notification, a sale and purchase agreement has been undertaken between two developers which shifts the boundary of the land in their respective ownerships. This has effectively reduced the subdivision potential of the undeveloped land from 64 lots down to a maximum of 36 lots dependent on utilising Goddard Lane.

A change of this magnitude effectively reduces the need to widen Goddard Lane by designation, and dramatically reduces the need for the currently notified Plan Change 30.

In light of these changes, Council resolved on the 18th of August that Plan Change 30 be withdrawn, and a new plan change be developed. The new plan change is Plan Change 33 .
