Plan Change 33 introduces changes to the Subdivision & Land Development, Development Levies and Roading Contributions sections of the District Plan as they relate to the Goddard Lane New Urban Development Area.
Plan Change 33 replaces Plan Change 30. Plan Change 33 negates the need for land acquisition due to the existing lane only requiring an upgrade within the existing road reserve boundary. This is due to the likely number of future residential lots requiring access from Goddard Lane being reduced from 63 to 37.

The period for making submissions closed on Friday 9th December 2005. The submissions received and a summary of those submissions can be viewed from the links below, or in hard copy form at the Council offices and libraries as detailed above.
Please note that the Hawke's Bay Regional Council chose to withdraw its submission on Plan Change 33 (the submission is still reflected in the documents below).
A hearing was held on the 26th of April 2006.
The Hearings Committee approved the plan change with amendments.
Council resolved to adopt the recommendations of the Hearings Committee and approve Plan Change 33 on the 29th of June 2006.
The period for appealing Council’s decision to the Environment Court lapsed on the 21st August 2006 with no appeals being received.
On the 7th of September 2006 Council resolved to make Plan Change 33 – Goddard Lane operative on the 18th of September 2006.
In accordance with Clause 20 of the First Schedule of the Resource Management Act 1991, public notification that Plan Change 33 to the Hastings District Plan will become operative on the 18th of September 2006 was in Hawke's Bay Today newspaper on Saturday 9th September 2006.
