Plan Change 34

This Plan Change was heard by Council’s Hearings Committee over several days from 30 October 2006. Council’s decision on submissions was released on 10 November 2006.

The Plan Change Request, with several modifications resulting from the decisions on submissions, became an operative part of the Hasitngs District Plan on 6 March 2007. Links to the decisions and operative Plan Change are provided below.

Summary of Original Plan Change Request

The private plan change request involves the rezoning of approximately 73 hectares of land from Plains Zone to Rural Residential Zone. The land is located off Raymond and Parkhill Roads, Haumoana being adjacent to the Haumoana School.

The land is legally described as Lot 8 DP15184 & Lot 4 DP 16099 and SS320 Clive.

The ‘concept plan’ provided with the Plan Change Request identifies four separate conventional Rural Residential sites (1 hectare average) off Raymond Road, together with 31 sites being in a ‘farm park’ format with an internal road system and single road access point onto Parkhill Road.

The Plan Change request proposes that:

  • Water supply will either be via rain water collection to individual in ground storage tanks, with irrigation water supplied from an existing bore, or from a Hastings District Council reticulated supply;
  • Effluent disposal will be via individual onsite methods in accordance with the HBRC requirements;
  • Stormwater discharge will be via a system that involves on-site soakage pits, swale drains channelling to existing water courses and detention within a proposed wetland.

The private plan change request includes the addition of a new ‘Raymond Road / Parkhill Road Rural Residential Zone Concept Plan’ to the Subdivision and Development Section (15.1) of the Hastings District Plan.

Associated new performance standards are proposed to provide general compliance with the concept plan and to limit the maximum number of new rural residential sites to 35.

This is intended to mitigate the visual and landscape effects of the proposed rezoning. Additional performance standards are proposed to ensure the ‘fault rapture’ hazard from the fault lines that bisect the property is avoided for future residential dwellings.

The western portion of the rezoning area is within a ‘Significant Landscape Character Area’. Any future dwellings in this area would require controlled activity resource consent in accordance with the provisions of the District Plan.

Submissions

The closing date for lodging a submission was 3 July 2006. A total of 15 submissions were received.

The closing date for lodging a further submission was 11 August 2006.  A total of 3 further submissions were received.

Operative Plan Change

No appeals to the Environment Court were lodged in relation to Council’s decisions on submissions. The Plan Change Request became an operative part of the Hastings District plan on 6 March 2007.
