
Hastings District Council has received a request from Summerset Villages (Hastings) Limited for a change to the Hastings District Plan referred to as: Summerset – Proposed Private Plan Change 35. The Plan Change request seeks to rezone an area of land from Plains to General Residential, for the specific purpose of establishing a Retirement Village (in terms of the Retirement Villages Act 2003) and in accordance with a ‘Concept Plan’.
The proposed area to be rezoned comprises 6.7 hectares and is located on the north eastern side of Ada Street, near the Kathleen Street / Ada Street intersection. There are three sites involved in this request. These are as follows:
The land area is made up one existing complete title (1228 Ada Street) and part of the two remaining titles (1240 and 1256 Ada Street).
The requested plan change also introduces a rule into the Hastings District Plan that requires that if the land is to be zoned to general residential and developed as a retirement village, that it is to be carried out in accordance with the concept plan shown below. Any variations to the concept plan would require separate resource consent approval.
The concept is for a retirement complex which incorporates the full range of retirement facilities ranging from stand alone accommodation units and serviced apartments through to a community facility incorporating a hall and library to services and facilities such as Hairdressers and Cafes. A total of 128 accommodation units comprising 94 villas, 29 townhouses and 5 serviced apartments are proposed.
The retirement village is proposed to be landscaped generally in accordance with the Landscape Concept Plan that has been included in the application.
Access to the site would be located approximately 50 metres to the north of the Kathleen Street intersection. Development of the site would require the realignment of a section of the Windsor Drain. It is intended that the retirement complex will be connected to the City’s sewage and water supply, with the stormwater being disposed of to the Windsor Drain which runs through the site.
The application is accompanied by a comprehensive assessment of environmental effects arising from the proposed development. This includes assessment of the traffic impacts on Ada Street, the effects of stormwater on the hydrology of the Windsor Drain, the earthworks impacts, the assessment of the contamination of the site resulting from horticultural use and the visual landscape effects.
Plan Change Application including Appendices and Technical Reports:
The closing date for lodging a submission was Friday 11th August 2006. A total of 11 submissions were received.
Further Submissions closed on 22 September 2006.
A hearing was held on the week beginning the 6th of November 2006. The Hearings Committee approved the Private Plan Change Request with amendments.
The period for appealing Council’s decision to the Environment Court lapsed on the 5th of December 2006. One appeal was received during this time. This appeal was withdrawn on the 21st of June 2007.
On the 19th of July 2007, Council resolved to make Proposed Plan Change 35 –Summerset Retirement Village operative on the 30th of July 2007.
In accordance with Clause 20 of the First Schedule of the Resource Management Act 1991, public notification that Proposed Plan Change 35 to the Hastings District Plan will become operative on the 30th of July 2007 was in Hawke's Bay Today newspaper on Saturday 21st July 2007.
