
The Hastings District Council has received a plan change request from Planned Solutions Limited on behalf of the Goulter Street Rezoning Group, to rezone an area of land from Plains to Rural Character Living. The specific purpose of the plan change is to enable low-density residential development to take place upon the subject sites in a controlled manner and in accordance with the proposed associated provisions.
The private plan change request involves the rezoning of approximately 11.7 hectares of land from Plains Zone to Rural Character Living Zone. The area involved is located along the eastern side of the State Highway 2, directly opposite the premises of the Woolscour Limited and is highlighted on the following Location Map.
The requested plan change introduces a new type of residential zone called 'Rural Character Living' Zone with associated provisions (issue statements, objectives, policies, outcomes, rules and standards) into the Hastings District Plan.
The proposed District Plan rules allow the creation of lifestyle lots with a minimum size of 4000m2. Accordingly, there is the potential for up to 15 new lifestyle lots to be created.
It is proposed that the rezoning will involve closing off the existing Goulter Street from the State Highway 2 intersection and realigning it further east towards Richmond Road. This is proposed to avoid traffic hazards and provide a safe and efficient intersection point for vehicles.
The Structure Plan includes performance standards and outcomes to ensure future subdivision proposals adhere to the servicing proposals as outlined. Additions are also proposed to the Roading Contributions Section (15.4) of the Plan to contribute towards the realignment and maintenance of Goulter Street.
