Plan change summary
The
purpose of the proposed Plan Change is to introduce the concept of
Recreation Club Areas into the Hastings District Plan, and to insert
specific provisions for the establishment of a Recreation Club Area at
Romanes Drive, Havelock North. The proposal includes a Structure Plan
which would provide an overarching concept and design for the site.
The
site area is zoned Plains and consists of three parcels of land owned
by the Council and located at Romanes Drive, Havelock North. It has a
total area of approximately 3.56 hectares. It is bounded by the
Karituwhenua Stream on the southern boundary, and by Romanes
Drive/Napier Road on the west, north and east boundaries. Part of the
site is commonly known as the ‘horse paddock’.
The Structure Plan identifies the following:
- Allotments
for up to eight clubs with the majority of the allotments being located
adjacent to Napier Road/Romanes Drive. The shape of the allotment
layout mirrors the curvature of Napier Road/Romanes Drive.
- An
area of passive open space with a formal playground area for the wider
community of Havelock North, as well as the users of the Recreation
Club Area.
- Two vehicle parking areas located within the site that will provide 131 vehicle parking spaces.
- A
walkway/cycleway path network that will circumnavigate the entire site
and connect Guthrie Park with Napier Road/Romanes Drive via a proposed
footbridge over the Karituwhenua Stream.
- A
landscape concept plan which includes the planting and establishment of
a range of tree and shrub planting to create an overall sense of
identity for the site.
- A 30 metre wide view shaft that will protect views to Te Mata Peak from the Napier Road/Romanes Drive intersection.
- Enhancement of the Karituwhenua Stream with riparian planting.
- Two
points of access to the site, with the main point of access onto
Romanes Drive, and a secondary informal access point at the western end
of the site onto Napier Road.
The proposed plan change seeks to amend the following sections of the District Plan:
- Section 13.5 – Community Faciltiies, Recreation and Marae District Wide Activity
- Section 14.1 – Traffic Sightlines, Parking, Access, Loading
- Section 6.0 – Plains Zone
- Section 18.0 – Definitions

Submissions
The closing date for lodging a submission was 15 December 2006. A total of ten submissions were received.

Further submissions closed on 12th Feb 2007.
Hearing
A Hearings Commissioner considered the Plan Change 39 at a meeting held on Friday, 18 May 2007
The recommendations from that meeting were subsequently adopted at a Council meeting held on Thursday, 28 June 2007.
