  • Summary of Submissions

Plan Change 4 – Zoning of Martin Place Plantation Reserve – Industrial 1 Zone

This Plan Change amends the zoning of the Council Plantation Reserve at Martin Place to the Industrial 1 zone and identifies the site as a reserve under section 13.5 (Community Facilities, Recreation and Marae District Wide Activity) of the Hastings District Plan. This reserve is not zoned in the District Plan and was only partially zoned in the Draft Plan notified in 1997. This change will clarify the status of the piece of land.


Plan Change 5 – Zoning of 235 Mill Road (Transfer Station) – Plains Zone

This Plan Change seeks to amend the zoning of the Black Bridge Refuse Transfer Station from the incorrect ‘River’ zoning to the adjacent ‘Plains’ zoning. This change will clarify the status of the piece of land.


Plan Change 6 – Hawke's Bay Expressway

This Plan Change updates the Planning Maps to show the Hawke’s Bay Expressway accurately and amend the status of the southern end of Flaxmere Road from a District Arterial Road to a local road.

 


Plan Change 7 – Wineries in Rural and Plains Zones

This Plan Change seeks to amend rules 5.8.1, 5.8.2, 6.8.1 and 6.8.2 to group wineries in the same category as industrial and commercial buildings and structures in relation to the rules regarding the maximum building height and setback distances.


Plan Change 8 – Residential Zones General Performance Standards

(Standards 8.8.2 (c) and 8.8.3 (2))
This Plan Change amends the above standards by clarifying the meaning of 8.8.2 (b) and (c) and providing a specific outcome for standard 8.8.3 (2) and (3). These relate to building height and setbacks in the Residential Zones. The activity status for camping grounds in the General Residential and Coastal Residential zones are also clarified.


Plan Change 9 – Traffic Sight lines, Parking, Access and Loading

This Plan Change seeks to amend all references to traffic sightlines, parking, access and loading requirements and reference to Section 14.1 - Traffic Sightlines, Parking, Access and Loading. They are intended to clarify the rules relating to activities in the various zones and the method of assessment.

 


Plan Change 10 – Relocated Buildings Assessment Criteria – Residential Zones

This Plan Change amends an error in the assessment criteria for relocated buildings in the Residential Zones, to read the same as the Plains and Rural Residential zones. No change is sought to the intent of this assessment criteria.

 


Plan Change 11 – Performance Standard Outcomes

(Standards 11.2.8.6 and 11.2.8.7)

This Plan Change adds specific outcomes to the above standards to aid in the interpretation and assessment of activities.


Plan Change 14 – Rural Residential Zone

This Plan Change provides clarification for the status of Industrial Buildings in the Rural Residential zone by including industrial buildings in the same category as commercial buildings in terms of yard requirements.


Plan Change 18 – Riparian Land Management and Public Access District Wide Activity

This Plan Change seeks to update this section of the District Plan to reflect to recent inclusion of rules and to make a minor grammatical correction.
