Te Aute Road General Residential Zone - Plan Change 40
Hastings District Council has received a request from Te Aute Holdings Limited for a change to the Hastings District Plan, referred to as the Te Aute Road Private Plan Change 40. The Plan Change Request seeks to rezone an area of land from Plains to General Residential providing for residential development.
The proposed area to be rezoned comprises 9.4449 hectares and is located on the northwestern side of Te Aute Road, immediately to the southwest of the Herehere Stream and immediately adjacent to the Karamu Stream, as shown on the site plan below:

Along with rezoning the land to General Residential, the Plan Change requests the following associated changes be made to the District Plan:
Effectively the proposed plan change will enable residential development at an average density of 1 dwelling per 700m² with a minimum lot size for subdivision of 400m². Development on the site will connect to the existing Havelock North water and wastewater reticulation networks.
A “Low Impact Development” stormwater disposal system is proposed to cater for stormwater disposal. Access to residential development is proposed via new roads intersecting with Te Aute Road. Reserves are proposed to provide recreational access to the streams.
The application is accompanied by a comprehensive assessment of environmental effects arising from the proposed development.
This includes assessment of the traffic impacts on Te Aute Road, landscape and urban design considerations, the impact on the productivity of the Plains Zone, civil engineering and geotechnical considerations, natural hazards and low impact stormwater solutions.
The closing date for further submissions was 24 October 2007.
The hearing for this application is scheduled for March 12 2008
