
This Plan Change was heard by independent commissioners (Alan Watson and Terry Brown) on 3 & 4 March 2008.
The commissioners recommended approval of the Plan Change with modifications (for Council initiated Plan Changes commissioners make recommendations to Council who make the final decision).
These recommendations were adopted in full by Council with its decision being notified on 25 August 2008. This decision has subsequently been appealed and the Plan Change is now in the Environment Court appeal process.
The Hastings District Council has notified Plan Change 42. This Plan Change seeks to establish a new zone titled ‘Section 11.3 Special Purpose Zone: Regional Sports Park’ and make consequential amendments to the following existing sections of the Hastings District Plan:
Section 2.4 Urban Development and Strategic Urban Directions
Section 2.8 Rural Resource Strategy
Section 13.4 Earthworks District Wide Activity
Section 13.5 Community Facilities, Recreation and Marae District Wide Activity
Section 13.7 Advertising and Signs District Wide Activity
Section 14.1 Traffic Sightlines, Parking, Access and Loading
Section 14.2 Noise
Section 18.0 Definitions
The purpose of the Plan Change is to provide for the development of a regionally focused and comprehensive sports park development, including the replacement of the Nelson Park athletics facilities, on some 30 hectares of land currently zoned Plains. The land is accessed off Percival Road, Hastings, being located between this road and the Hawke’s Bay Expressway as shown below:
A Notice of Requirement to designate an extension of Percival Road through to Lyndhurst Road is associated with Plan Change 42 and the subject of a separate public notice and submission process (for which submissions have now closed).
A total of 24 submissions were received for Plan Change 42.
