Plan Change 48

The Hastings District Council has notified Plan Change 48. Proposed Plan Change 48 seeks to rezone an area of land from Plains Zone to a new ‘Long Lakes Comprehensive Residential Zone’.

The stated aim of the rezoning is to provide a framework to enable the development of a unique residential community that will appeal to people who wish to live in an attractive landscaped environment with private access to the Golf Course and to other recreational opportunities to be provided within the community.

The residential community is proposed to feature 38 two-storey multi unit Lakehouses, 38 single-storey dwelling units comprised in conjoined double units and 79 single dwelling units on sites between 650-1500m2. The proposal also includes a community hub, open space and landscaping.

A central private access road will connect to Maraekakaho Road at the existing entrance to the Bridge Pa Golf Course and will link to internal access roads. The development will integrate with the Golf Course, with direct access to the golf course via golf cart pathways and with two lakes to be built from the natural depression in the land, providing a shared central landscape feature between the Golf Course and the Long Lakes community.

The request seeks to rezone 18.23 hectares of the 82.20 hectares of total landholdings currently owned by the Hastings Golf Club Inc. at the Bridge Pa Golf Course.

The location of the proposed Long Lakes Comprehensive Residential Zone is on the northern side of Maraekakaho Road, Hastings and is positioned on the eastern side of the Bridge Pa Golf Course, as illustrated on the map on the reverse side of this sheet.

The community is proposed to be serviced for sewage disposal by way of connection to the existing HDC mains at an appropriate point within Portsmouth Road, Flaxmere. The community is proposed to be serviced for water supply by way of connection to the HDC mains at an appropriate point adjacent to the Portsmouth Road bore supply at the intersection of Portsmouth Road and Chatham Road, Flaxmere.

The Plan Change is intended to introduce site-specific provisions for the Long Lakes residential community to enable its planned comprehensive development. The District Plan amendments proposed within this request are summarised as follows:

  • Change the zoning of the land to a new Long Lakes Comprehensive Residential Zone to enable the development of 155-unit residential community associated with the Bridge Pa Golf Course;
  • Provide for a limited number of commercial activities, commercial services and recreational activities to serve the needs of the residential community provided they are located at the heart of the community and that their size is limited to the maximum floor areas proposed;
  • Provide for a limited number of multi-unit residential Lakehouses (called ‘Lakehouse Apartments’ in the proposed new rules) at the heart of the community as a controlled activity;
  • Include in the District Plan a Long Lakes Structure Plan which articulates the outcomes and performance standards for infrastructure services to guide implementation of the development as earthworks, road formation and subdivision proceed; and
  • Include a number of additional rules including specific performance standards to ensure the development of the Long Lakes residential community proceeds as intended.

Submissions

The period for lodging submissions is now open.

Any person can make a submission on Plan Change 48. This must be in writing in the prescribed format i.e. “Form 5” of the Resource Management Regulations. Forms are available above or in hard copy form from;

The closing date for lodging a submission is 4.30pm, Monday the 16th of March, 2009.

Public Participation Process

The process for public participation in the consideration of the proposed private plan change under the Act is as follows:

  • after the closing date for submissions, Hastings District Council must prepare a summary of the submissions and this summary must be publicly notified; and
  • there must be an opportunity to make a further submission in support of, or in opposition to, the submissions already made; and
  • if a person making a submission asks to be heard in support of his or her submission, a hearing must be held; and
  • Hastings District Council must give its decision on the proposal (including its reasons for accepting or rejecting submissions); and
  • any person who has made a submission has the right to appeal the decision on the proposal to the Environment Court.
