Compliance Schedule
Buildings containing certain safety features and specified systems (listed below), such as fire alarms, fire suppression (sprinklers), automatic doors/windows, emergency lighting and lifts, require a Compliance Schedule.
Council will issue a Compliance Schedule and a Compliance Schedule Statement. The Compliance Schedule does not expire and is current for the life of the building or until the building or systems are altered.
The Compliance Schedule will include:
- the specified systems covered by the compliance schedule;
- the performance standards for the specified systems; and
- the inspection, maintenance and reporting procedures to be followed by your IQP.
The Compliance Schedule Statement is the first 12 month stage of the Building Warrant of Fitness regime.
Specified systems are:
- Cable car
- Automatic systems for fire suppression
- Automatic or manual emergency warning systems for fire or other dangers
- Electromagnetic or automatic doors or windows
- Emergency lighting systems
- Escape route pressurisation systems
- Riser mains for use by fire service
- Any automatic backflow preventer connected to a potable water supply
- Lifts, escalators, travelators or other systems for moving people or goods within buildings
- Mechanical ventilation or air conditioning systems
- Building maintenance units for providing access to the exterior and interior walls of buildings
- Laboratory fume cupboards
- Audio loops or other assistive listening systems
- Smoke control systems
- Emergency power systems for, or signs relating to, a system or feature specified in clauses 1-13
- Any or all of the following systems and features, so long as they form part of a building’s means of escape from fire, and so long as those means also contain any or all of the systems or features specified in clauses 1-6, 9 and 13:
15a. Systems for communicating spoken information intended to facilitate evacuation; and
15b. Final exits (as defined by clause A2 NZBC); and
15c. Fire separations (as so defined); and
15d. Signs for communicating information intended to facilitate evacuation; and
15e. Smoke separations (as so defined).
And if applicable, the specified systems that relate to the following:
- Means of escape from fire;
- Safety barriers;
- Access and facilities for persons with disabilities;
- Handheld hose reels for fire fighting; and
- Signs.
Building Warrant of Fitness
The building owner must ensure continued effective operations of the features and systems identified on the Compliance Schedule in accordance with Section 108 of the Building Act 2004.
The BWOF must:
- Be supplied by the owner or their nominated agent (IQP) to Council on the annual anniversary of the issue of the Compliance Schedule.
- State that the inspection, maintenance, and reporting procedures of the Compliance Schedule have been fully complied with during the previous 12months.
- Have attached to it, all certificates, in the prescribed form, issued by an Independent Qualified Person (IQP) that certify the inspection, maintenance, and reporting procedures of the Compliance Schedule have been fully complied with during the previous 12 months.
- Have attached to it any recommendations made by the IQP that the Compliance Schedule should be amended.
A copy of the BWOF must be displayed in a prominent place in the building and copies of the certificates provided by the IQP must be available on request.
Independent Qualified Person (IQP)
An Independent Qualified Person (IQP) is a person who is qualified and registered to inspect certain safety features and specified systems.
