Public Right to Demand a Poll on Electoral System

Under section 28 of the Local Electoral Act 2001, electors of the Hastings District have a right to demand a poll on the electoral system to be used for the elections of the Hastings District Council and the Hastings District Rural Community Board.

The two electoral systems available for use in local authority elections are:

  • the system commonly known as First Past the Post (FPP)
  • the system commonly known as Single Transferable Voting (STV)

The Council and the Community Board used First Past the Post in 2007 and the Council has resolved to continue to use First Past the Post for the 2010 elections.

To be valid, any such demand must be made in writing and be signed by not less than 2,343 electors (being 5% of the number of electors enrolled for the 2007 elections) and delivered to the Council’s Civic Administration Building, 207 Lyndon Road East, Hastings.

Every elector who signs such a demand must state next to his or her signature:

  • (a) the elector’s name
  • (b) the elector’s qualifying address
