Hastings District Council encourages community recreation in a variety of ways, directly promoting active recreation and providing parks and green space for passive recreation.

Recreation is essential to a healthy community and contributes to all nine of the community outcomes in the Long Term Council Community Plan.

  • A variety of special events including sporting, food & beverage, entertainment, and other activities that enhance Hastings District as being a tourism destination as well as a vibrant community for local residents to be actively involved leads to a strong, prosperous and thriving economy.
  • Transport infrastructure and services that are safe, effective, and integrated include active transport that incorporates walkways, footpaths, & cycling.
  • Strong regional leadership and a sense of belonging are fostered by sporting clubs, hobby groups, and community events.
  • Cultural activities, integrated sports, holiday camps, and opportunities for volunteering are about building supportive, caring and inclusive communities.
  • Safe and Accessible Recreational facilities are provided throughout the district.
  • Safe and Secure Communities are fostered by fun and positive recreation choices by our youth, and are increased by active friendly involvement in the community enhancing passive surveillance.

  • Outdoor recreation, environmental education, and active transport increase awareness and appreciation of our natural environment thereby aiding in developing an environment that is appreciated, protected and sustained for the future generations.
  • Sharing our cultural similarities and differences, whether it be participating in kapa haka groups, International Cultures Day, a sporting team, or an arts club enhances and fosters communities that value and promote their unique culture and heritage.

Outdoor facilities

Council’s greatest provision for recreation is in its outdoor facilities. These include parks, reserves, sportsfields, playgrounds, swimming pools, walkways, gardens, and their amenities.

Some of the key outdoor facilities are: Cornwall Park, Frimley Park, Keirunga Gardens, and Windsor Park. You can book parks for special events such as weddings - you'll find more information on the parks and sportsground bookings page.

Footpaths and cycleways come under the Infrastructure Division of Council.

Te Mata Peak Park provides a great lookout over the region and numerous walkways. It is administered by the Te Mata Peak Trust Board, a Council-controlled organisation.

Indoor facililties

Active indoor recreation facilities include the Hastings Sports Centre, Atomic Events Centre, Flaxmere Waterworld, Clive Pool, and the Flaxrock Adventure Centre. The Opera House, Exhibition Centre, Hastings District Libraries and Community Halls provide for art, culture, and a wide range of other leisure opportunities.

Regionally, Hastings District Council provided capital for the multi-purpose sport and entertainment centre, the Pettigrew.Green Arena and is committed to ongoing operational costs.

Recreation programmes

Recreation programming is provided directly through Community Development via the Hastings Sports Centre on Railroad Road, and the Business, Arts, & Tourism Team.

The latter includes the Opera House, Splash Planet, the Holiday Park, the i-Site, and also includes events management and tourism marketing.

The Hawke’s Bay Cultural Trust, which receives funding from Council, not only cares for the regional arts and cultural collection held within the Exhibition Centre and the Hawke’s Bay Museum and Art Gallery, but also provides art, culture and heritage programmes and services.

Funding

Funding for recreation is provided via Contracts for Service, Creative Communities funding, and Events seed funding.

Organisations funded to meet costs of recreation facilities include: Atomic Events Centre, Clive War Memorial Pool Trust, Flax Rock Adventure Centre Trust, Hastings Swimming Charitable Trust, Havelock North Community Centre, and Havelock North Village Pool Charitable Trust.

Recreation services funded include Creative Hastings, Surf Lifesaving Hawke’s Bay, Sport Hawke’s Bay, and Hastings Citizens’ Band.

Community recreation and tourism events that had a contract for service in the past year include: Hastings Blossom Festival, Hastings City Marketing (Streets Alive), Public Dreams Trust for Fiesta of Lights, Norsewear Art Awards, Showjumping HB for Horse of the Year, Targa Rally NZ Ltd, Kelt Capital Spring Carnival, Havelock North Business Association for Village Festival & Street Music, and NZ China Friendship Society for International Cultures Day.

Planning for recreation

Planning documents give Council a picture of where we are at, perhaps what has gone on before, and most importantly guidance for the future.  Currently a Recreation Framework is underway to tie past documents together and underpin future strategy and action.
