The Hastings District Council has received an application for a resource consent and supporting Assessment of Environmental Effects from Bunnings Limited to establish and operate a new building improvement centre (Bunnings Warehouse) at 1325 (part), 1403 and 1411 Pakowhai Road (near its intersection with Evenden Road), Hastings.
The proposal involves the removal of existing orchard trees and market gardens and demolition of all existing buildings from the site, then the construction of a new warehouse building, outdoor nursery, timber trade sales area and timber yard and service canopies (total area of 14,121m2).
A car parking area of 239 carparks is proposed. Landscaping totalling an area of 8,414m2 is proposed along Pakowhai Road, the western boundary with the proposed Northern Arterial Route and the eastern boundary. The large cedar tree on the north-west corner of 1403 Pakowhai Road is proposed to be retained within the landscaping area.
The building will be the standard Bunnings design with a maximum height of 10.295 metres at the peak of the apex above the main entry, but with the rest of the building not exceeding a height of 9.5 metres. The building will be painted predominantly “Bunnings Green” with signs to brand the building.
Two vehicle accesses are proposed off Pakowhai Road – one for service vehicles only and the other for the general public.
The proposed operating hours will vary during the year, but will generally be between 7am – 7pm all days of the week. Truck deliveries will be within the hours of operation.
The subject site is zoned Plains in the Hastings District Plan and the proposal is a non-complying activity. The proposal does not meet a number of development standards of the Plains Zone, including yard setback on the eastern boundary, maximum noise level, hours of operation, gross floor area for commercial activities, area of signs, building coverage, earthworks and hazardous substances.
Submissions closed at 4.30 pm on 28 April 2009. A total of 23 submissions were received.
