The Hastings District Council has received an application for a resource consent (landuse) from the Hawke's Bay District Health Board seeking to establish and operate 'Health Care Services' comprising a residential addiction treatment centre (alcohol and drug addiction) the 'Springhill Centre' within existing premises at 704 Tomoana Road, Hastings (the former Cornwall Park Rest Home).

The proposed activity involves:

  • Residential accommodation for a maximum of 20 clients at any one time;
  • 24 hour staff attendance comprising: up to six therapists per week day 8am - 6pm, medical specialist visitors, and a minimum of 2 staff on site at any one time 5.15pm to 8.30am Saturday, Sunday and Public Holidays, plus on call support staff;
  • Weekly scheduled 'after hours' therapy sessions for offsite clients (6.30pm - 8.30pm);
  • The establishment of additional onsite carparking (8 spaces), and;
  • Twice daily food deliveries.

The subject site is zoned General Residential in the Hastings District Plan and within the zone 'Health Care Services' are a discretionary activity.
