Summary of Notice of Requirement
Hastings District Council gives notice of its requirement for a designation in the Hastings District Plan for a public work as a “District Arterial Road” (known as the Northern Arterial Route (NAR).
The Notice of Requirement seeks to designate land between the Hawke’s Bay Expressway intersection at Evenden Road in the west, along the northern edge of Hastings City through to the Crosses Road/Napier Road intersection in Havelock North.
The full length of the ‘NAR’ road corridor is approximately 7.5 kilometres. The Notice of Requirement seeks to designate approximately 5.0 kilometres of the route as “District Arterial” (as Evenden Road and Crosses Road are already designated as District Arterial Roads in the Hastings District Plan), commencing from a point in Evenden Road approximately 180 metres west of Pakowhai Road to a point on Crosses Road approximately 105 metres east of St Georges Road.
The proposed route extends along the northern edge of Hastings City towards Havelock North, utilising Coventry Road and part of the A and P Showgrounds, and intersects with, Pakowhai Road, Tomoana Road, Karamu Road (State Highway 2), and St Georges Road. The proposed route is in the general vicinity of Williams Street, Richmond Road, Elwood Road, Kenilworth Road, Collinge Road, Jubilee Street, Nicholson Street and Jellicoe Street.

This Notice of Requirement to designate land for the Northern Arterial Route (NAR) is associated with Proposed Plan Change 43: Jellicoe & Jubilee Street Residential Zoning Extension which is the subject of a separate submission process.
Summary of Proposed Works
The works proposed are described in detail in the Notice of Requirement documentation. In summary the works involve:
- Construction, operation and maintenance of a sealed two lane arterial road
- Intersection connections to the local road network at Pakowhai Road, Tomoana Road, Karamu Road (State Highway 2), and St Georges Road
- Development of a level railway crossing
- Construction of two bridge structures and drainage works
- Property access improvements
- Construction of a noise fence adjacent to the end of Jubilee Street and Jellicoe Street
- Removal and replacement of vegetation and fencing
- Landscaping along the length of the road
Summary of Objectives
The designation will enable Hastings District Council to achieve its objectives for the Northern Arterial Project to:
- Provide a high quality, safe and efficient route between Havelock North and the Expressway that reduces congestion on Havelock Road and traffic flows on existing residential streets in the northern parts of Hastings
- Provide access from Havelock North and the Expressway to the northern parts of Hastings without the need for vehicles to pass through the central business district and the residential suburbs of Parkvale, Mayfair and Mahora
- To minimise the through movement of heavy vehicles on residential streets by linking the present and future industrial areas.
