
Summary
Pursuant to Section 168A of the Resource Management Act 1991 the Hastings District Council gives notice of a requirement for a designation for a public work to extend Percival Road through to Lyndhurst Road.
The project objective is as follows:
“ To provide an additional traffic access point for Lyndhurst, Frimley and other northern suburbs of Hastings to the future Regional Sports Park through the provision of a well designed, safe and attractive local road.”
The project objective will be achieved by an approximate 700 metre extension of Percival Road to intersect with Lyndhurst Road which includes a cycle and pedestrian pathway; traffic calming measures; on-street car parking; street lighting; and landscaping.
The designation will achieve the objective of the project by:
- Protecting the site from future development; and
- Allowing Council and/or its authorised agents to undertake the project or work in accordance with the designation; and
- Identifying and describing the use of the land in the Hastings District Plan; and
- Enabling the project to be undertaken in a comprehensive and integrated manner.
The Percival Road Extension is proposed to follow a 20m wide straight line crossing a number of properties from the end of Percival Road (off set slightly to the north west from the road end), past the Proposed Regional Sports Park entrance, through to intersect with Lyndhurst Road. The proposed alignment of the road is shown below:

This Notice of Requirement to designate an extension of Percival Road is associated with Plan Change 42 Hawke’s Bay Regional Sports Park, which is the subject of a separate submission process.
