Application Summary
Websters Hydrated Lime Company Limited has lodged an application for Resource Consent with the Hastings District Council.
Consent is sought to progressively expand their existing limestone quarry. The proposed extension is to be located on the western and southern face of the same ridgeline and valley system as the existing operation. It will occupy a maximum of 9.8 hectares of land adjacent to and to the east of the existing quarry at 641 Middle Road, Havelock North.
The mineral deposits located within this area of land are anticipated to enable the extraction operations to continue for approximately 70 years.

The process of expansion will involve:
- Construction of a new quarry access road generally up the northern ridge of the main gully which contains the quarry;
- Stripping of overburden to expose the limestone to be quarried; and
- Incremental continuation of the existing working face.
The extension of the working face does not involve changes or alterations to the processing activity which will continue to be located out of site on the flat worked out area in the base of the gully.
The works occurring within this ‘new’ area will be undertaken in accordance with the applicant’s current management and ‘normal’ quarry practices. The requirement of Hawke’s Bay Regional Council’s discharge consents (stormwater and air) will continue to be observed for compliance. During season peaks extraction activity can occur between the hours of 5am to 10pm. Based on current records, vehicle movements from the site average up to 500 per month over a 12 month period.
The application is accompanied by an Assessment of Environmental Effects. This assessment details the scale and significance of the effects that the proposed activity may have on the environment.
In addition, the application provides a Landscape and Visual Impact Assessment that investigates and illustrates the likely changes to the landscape character or quality, and resultant changes in visual amenity for viewers as a result of the proposed quarry extension.
The assessment suggests a number of mitigation measures to lessen the adverse impacts on the landscape including replanting, rehabilitation, locating stockpiles away from high visibility areas and locating the proposed new road away from the ridgeline.
