Official Council rubbish bags make our rubbish collection a user-pays system rather than adding the cost to rates, so you can save money by recycling more and using fewer bags.

The official bags are also accepted free of charge at the Council’s refuse transfer stations.
Big Bags
The bigger 60-litre bags are available from the outlets below at $2 each (Supermarkets may include a handling margin on this price).
Small Bags
The smaller 40-litre bags can be purchased from the Council and local supermarkets for $1.30 each. They are also available at the Hastings, Havelock North and Flaxmere libraries.
The purchase price of the new official refuse bag includes:
- The supply cost of the refuse bag
- The contract collection cost each week
- The refuse disposal cost for the bag contents
- The Council’s administration costs for managing the service.
