Noise Control

Excessive noise can be a problem at any time of the day. This section contains information on what is considered excessive and what can be done about it.

Hastings District Council often receives complaints regarding noise from bird scare devices used on orchards in the District. If used thoughtlessly, bird scare devices can cause serious annoyance and disturbance to the public.

The Hastings District Plan Section 25.1.7A Noise sets down rules for the use of bird scare devices on how and when they should be operated as well as how to avoid causing a nuisance.

It is accepted that a certain amount of noise is part of the normal human environment. Traffic noise, aircraft noise, industrial noise and residential noise form part of the background to everyday life. Generally, noise is not a problem unless it becomes excessive.

Under New Zealand's environmental laws, Hastings District Council has the responsibility for controlling excessive noise in our district, within certain limitations.
