Industrial Expansion

Hastings District Council identified late in 2002 that the district required an additional 80-120 hectares of industrial zoned land to cater for current and projected industrial growth.

The Council initially identified and investigated over 800 hectares of land potentially suitable for industrial zoning. As a result of the investigations, preferred sites for industrial zoning were identified in the Tomoana, Omahu Road and Irongate areas.

The proposed Industrial Expansion Strategy was then produced and Council endorsed the strategy in September 2003.

During consideration of the LTCCP in 2006 Council made provision for infrastructure to service industrial activities in Omahu in 2008/09 and in Irongate in 2010/2011. (See Omahu Road and Irongate Industrial Expansion).

Council deferred development in Tomoana until after 2016 because of exsiting capacity for wet industry in the Whakatu industrial area

The need for more industrial land

Council has reviewed the amount of suitable land zoned for industrial activity in the district. The outcome is that an additional 80-120 hectares of industrial zone land is required over the next 10 to 15 years.

Industrial Land Requirements to 2012 (486 KB)

As part of Councils research into the need for more industrial land and the broader issue of economic development in the district, American site location specialists Robert Pittman and Vann Cunningham compiled a report for Council in 2002.

The report contains information on:

  • A competitive assessment of Hawke's Bay (what might/might not make Hawke's Bay an attractive place to locate a business or industrial park)
  • Site assessment of current and potential industrial sites in the Hastings district (looking at the potential of sites for growth and expansion)

The Industrial Site Selection Report provides a description of all the sites investigated, the advantages and disadvantages of all sites and why they were selected as preferred sites.

Submissions

The Council received more than 60 submissions and comments on the proposed industrial zone expansion strategy. The Council contacted directly affected landowners, adjoining landowners, industry representatives and key stakeholders to ask for their comments on the proposed strategy. Below is a summary of the submissions:

Omahu Road Strip

  • The majority of directly affected landowners who responded, supported the strategy. Landowners who opposed the strategy were concerned with the potential decline in amenity values, character and property values in the area.
  • There has been a great deal of interest from industrial-type businesses wanting to locate to this area.
  • The Hawke's Bay Regional Council is concerned with industrial activity above the unconfined part of the aquifer and its possible effects on the aquifer.
  • The extent of zone and effect on surrounding rural residential and orcharding properties and enterprises is also of concern.
  • The protection of historic buildings and trees in the this area and their possible future value was also an issue that was raised.

Tomoana Extension

  • There is concern from fruit growers in the Hastings district regarding the use of the prime horticultural land in this area for industrial activity.
  • There is also concern regarding “ugly” industrial activity on this entranceway to Hastings.
  • The majority of directly affected landowners in this area that front Pakowhai Road do not support their properties being zoned industrial.
  • Industry identified this area as desirable for industrial expansion.

Irongate Cluster

  • Most submitters agree that the area identified here for industrial zoning is suitable.
  • Transit New Zealand are concerned about possible access from the State Highway onto sites.

We are now working on the issues raised through consultation

  • We are working with Hawke's Bay Regional Council staff on a stormwater system designed to ensure that if industrial activity were to locate above the unconfined part of the aquifer, it would be protected from contamination.
  • We are investigating ways of buffering industrial activity along Pakowhai Road.
  • Landscaping provisions that will improve the look of industrial activities are also being researched.
  • We are investigating provisions that will ensure that the surrounding character and amenity is protected where appropriate.

Next steps

  • Preparation of roading and servicing plans and determining development levies
  • Prepare structure plans for each area which will help to guide and direct development.
  • Compile appropriate zoning and planning provisions for each area, including any relevant rules
  • Prepare documentation for the formal plan change process
