Arataki

More than 410 homes and a retirement village have been built or are being built in the Arataki area since 1999. Another 390 homes are expected to be built in the next ten-or-so years.
Situated off Brookvale, Arataki and Te Mata Roads, Arataki is the main area of urban development in Havelock North and covers an area of 80 hectares. (see map below)
A total of $910,000 has been budgeted for the next three years to complete roading and sewer works in the area.
The Hastings District Council has acquired reserves and open space in an effort to link this new residential area with schools on Te Mata Road, as well as provide open space areas for new residents (see map below).
The Council has recently reviewed the Arataki New Urban Development Area project to see whether changes are needed to the financial contributions for subdivision and development in this area. It was considered timely to look at the financial position for Arataki as over half of the area is subdivided.
As the sites have been subdivided and developed, the Council has been collecting development levies, reserves contributions and roading levies from the developers. In turn, the Council has been spending these financial contributions on works including armouring the Karituwhenua Stream, constructing Romanes Drive, upsizing structure services and roads, and developing reserve land.
The current financial contributions for the Arataki area are:
- Development Levy of $29,688 + GST per hectare
- Drainage Levy of $12,643 + GST per hectare
- Roading Levy of $14,812 + GST per hectare
- Total Financial Contributions = $57,143 + GST per hectare
There is also a Reserve Fee of 3.5% of the current market value of each section in either cash or land or a combination.
The financial contributions for Arataki have not changed since the District Plan was notified in 1997. They have not been increased in terms of inflation, the construction cost index, finance and holding costs, or to reflect actual costs of the Council funded works.
It is likely that the financial contributions will increase as part of the Financial Contributions Policy this year (2007).
This change will mean that costs for the Arataki Project are covered by subdividers and developers within the Arataki Area, rather than being covered by the general ratepayer. Any wider community good has already been assessed in setting the original level and the revised figure maintains the previously assessed public/good versus developer share of the costs.
Sites in the current General Residential Zone will not be affected by these changes if a subdivision consent is obtained prior to the changes being notified. These changes will therefore generally affect those landowners with sites in the Deferred General Residential Zone. The revised contributions are intended to cover both existing infrastructure which has been upsized in anticipation of new development in the Deferred Residential Zone and any new infrastructure required within the zone itself, including any upsizing.
Any changes to the financial contributions will require public consultation and there will be an opportunity for the public to have their say as part of this process.
