The Strategy

The Council tries to balance the need for housing with the need to protect the productive Heretaunga Plains and rural areas. The Council developed a strategy to try and strike this balance.

The Hastings Urban Development Strategy

The Hastings Urban Development Strategy was produced in 1993 by the Hastings District Council, the first urban strategy of its kind for the Council.

The strategy identifies urban development options and areas in the Hastings District that aims to satisfy the demand for new housing over the next 25 years.

The strategy concludes that the District will continue to experience slow, but steady, population increase over the next 25 years, with a more rapid rate of household formation due to changing lifestyle patterns and decreasing number of people per house.

The Hastings Urban Development Strategy is only available for viewing in hard copy from the Council.

This report looked at urban expansion options and recommended preferred sites.

Interim Reviews

The strategy has been reviewed to check whether demand for housing is more or less than what was projected.

A review was carried out in 1999 and more recently in 2005. A full review of the strategy is scheduled for 2007/08.

Urban Residential Housing

The Hastings District has four General Residential Areas, Hastings, Havelock North, Flaxmere, and Clive. There are also a number of coastal and rural settlements. Listed below are some of the New Urban Development Areas that are developing to meet the demand for new housing.

Arataki New Urban Development Area
Situated off Brookvale, Arataki and Te Mata Roads, Arataki is the main area of urban development in Havelock North and covers an area of 80 hectares.

Lyndhurst New Urban Development Area
The Council has recently rezoned Lyndhurst to expand the residential zone north-west of Frimley in Hastings to provide a new urban expansion area.

Goddard Land New Urban Development Area
This area is close to the Havelock North Village Centre and adjoins the Karamu Stream. Plan Change 30 is being worked on to provide infrastructure planning for this area.

Mahora Extension New Urban Development Area
This area is on the north eastern side of Hastings and is situated off Pakowhai, Williams and Tomoana Roads. This area should provide sections for about 250 homes.

Lifestyle Sites
The Hastings Urban Development Strategy identified a demand for more lifestyle sites in the Hastings District. Lifestyle sites range in size, but are typically between 2,500m2 and 2.5hectares. They can be found dotted throughout the rural zones or clustered together in the Rural Residential and Special Character Zones, for example on the Havelock Hills.

Low Density Residential Strategy
This strategy looks at identifying new areas to cluster lifestyle sections.
