Council Plan Change and Notice and Requirement
Goddard Lane Proposed New Urban Development Area. To support the proposed plan change, the Council has issued a Notice of Requirement to designate a corridor to provide for the widening of the existing Goddard Lane road reserve and ultimately the physical roadway.

Withdrawn with the notification of Plan Change 33 on 13 November 2005. Plan Change 33 supersedes Plan Change 30.

Proposed Council Plan Change
This plan change amends the District Plan’s definition of the Coastal Environment so that it is consistent with the Coastal Environment as defined in the Proposed Regional Coastal Environment Plan. Plan Change 38 also adds provisions to the District Plan which make all subdivisions occurring within the Coastal Environment where located in the Rural Zone, Discretionary Activities.

The Plan Change Request seeks to rezone an area of land from Plains to General Residential providing for residential development.
The proposed area to be rezoned comprises 9.4449 hectares and is located on the northwestern side of Te Aute Road, immediately to the southwest of the Herehere Stream and immediately adjacent to the Karamu Stream.

42 Proposed Council Plan Change
The purpose of the Plan Change is to provide for the development of a regionally focused and comprehensive sports park development, including the replacement of the Nelson Park athletics facilities, on some 30 hectares of land currently zoned Plains.

The Plains Zone provisions would continue to have effect until such time as the Plan Change is operative.

43 Proposed Council Plan Change
Proposed Plan Change 43 seeks to rezone approximately 7150m2 of land from Plains Zone to General Residential (via a Deferred Residential Zoning) at the eastern end of Jellicoe Street and Jubilee Street in Hastings. The proposed rezoned area would extend to the edge of the Proposed Hastings Northern Arterial Route “NAR” which is being notified concurrently with this proposed Plan Change. This Plan Change is therefore dependent on the Northern Arterial Road being approved for it to proceed.

Hearing commenced 14 April 2008 and subsequently adjourned on 14 May 2008 for further consultation to occur.

Council initiated Plan Change with legal effect from date of notification.  As the Plan Change involves a proposed rezoning it is important to note that the existing Plains Zone provisions would continue to have effect until such time as the Plan Change is made operative.
44 Private Plan Change
Proposed Plan Change 44 seeks to rezone approximately 18.279 hectares of land in the block bounded by Romanes Drive, Brookvale Road, and Thompson Rd, from Plains Zone to General Residential for the specific purpose of establishing a Retirement Village and activities in accordance with the Brookvale Road Retirement Village Concept Plan.

45 Private Plan Change
This request seeks to rezone some 950 hectares of land contained in a total of 13 existing separate Certificates of Title at Ocean Beach, from Rural Zone to Ocean Beach Special Character Zone. This zoning seeks to provide a framework to enable the development of a new village at the southern end of the beach and to provide for ecological restoration and conservation at the northern end of the beach and for the continuation of farming operations, including provision for equestrian activities and associated clustered housing, on the land in between.
