Water Services Fees

Most charges for water, stormwater and sewerage services are built into your property's rates. This page explains the various general and targeted charges relating to water services.

Swimming Pool Safety

A targeted rate set as a fixed amount on every rating unit on which is located a swimming pool within the meaning of the Fencing of Swimming Pools Act 1987 and is therefore provided with, or has available to it, the Council’s Swimming Pool Safety Service. The estimated rate for the 2009/10 year is $39.00 per rating unit.

Whakatu Stormwater Rate

A targeted rate set on the land area of rating units defined on Council Plan “Whakatu Industrial Stormwater” to fund the provision of a new reticulated stormwater system to service to an area of approximately 52.2 hectares in Whakatu west.

Properties are able to elect to pay the required amount in one lump sum in 2009/10 or over a period of 10 years.

The proposed rate for 2009/10, for the one year option, is $20,220 per hectare. The proposed rate for 2009/10, for the 10 year option, is $2,946 per hectare.

Sewage Disposal

(A) A targeted rate for sewage disposal based on the number of water closets and urinals within a rating unit and based on the provision or availability to the land of the service (with the categories being “connected” and “serviceable”).

The rate will be set on a differential basis for rating units classified as “connected”, based on the use to which the land is put.

The estimated rates for the 2009/10 year are:

(1) Connected $205 (For the first water closet or urinal)

Each subsequent water closet or urinal is differentiated as follows for charging purposes:
Schools 0.13
Chartered Clubs/Rest Homes/Commercial Accommodation Providers/Prisons/Hospitals 0.40
HB Racing Centre/A & P Showgrounds 0.25
All Other Non-Residential 0.80
(The above factors, multiplied by the actual number of water closets are rounded up to the next full number).

(2) Serviceable $102.50 per rating unit
NB: A normal single residential household is deemed to have only one water closet or urinal.

(B) A targeted rate for sewage disposal for the Waipatiki Sewage Scheme on the same basis as (A) above with the estimated rates for the 2009/10 year being:

(1) Connected $400 (for the first water closet or urinal)
(2) Serviceable $200 per rating unit

Wastewater Treatment

A targeted rate to fund 80% of the cost of Wastewater Treatment based on the number of water closets and urinals within a rating unit and based on the provision or availability to the land of the service (with the categories being “connected” and “serviceable”).

The rate will be set on a differential basis for rating units classified as “connected”, based on the use to which the land is put.

The estimated rates for the 2009/10 year are:

(1) Connected $71 (For the first water closet or urinal)

Each subsequent water closet or urinal is differentiated as follows for charging purposes:

(A) A targeted rate for water supply in each water supply area based on each separately used or inhabited part of a rating unit and based on the provision or availability to the land of the service (with the categories being “connected” and “serviceable.

(B) Water By Meter
A targeted rate for water supply that is based on the volume of water supplied to meet the cost of the extraordinary supply of water.

The estimated rates for the 2009/10 year are:

Capital Cost of Supply Extensions

Targeted rates to recover the capital cost of water supply and sewerage infrastructure extensions on those properties electing to connect to those services provided or made available to the land as follows:

Te Mata Sewer Extension (Commercial Connections)

A targeted rate set on commercial properties within the Te Mata Sewer Extension Area provided with the sewer disposal service, calculated based on the extent of provision of the service and nature of connection to the Council reticulation system.

The targeted rate is made up of three components as follows:

1. One-off lump sum connection fee (excl GST)

Te Mata Estate $51,000
The Cheese Company $35,000
Blackbarn $35,000

2. One-off lump sum calculated on the consented two hour peak flow discharge rate at $30,200 per litre per second with the flow rate as follows:
Te Mata Estate (1 l/sec) $30,200
The Cheese Company (0.75 l/sec) $22,650
Blackbarn (0.5 l/sec) $15,100

3. Interest costs over a 10 year period charged at 7% and reviewed three yearly. Total Targeted Rate per annum (inclusive of GST and Interest):
