Chrystal Twin Culvert on Matahorua Road was destroyed during Cyclone Gabrielle when flood waters sent a water tank downstream, blocking the culverts pipes and causing the water to build-up and encroach over the top of the road. The scouring out that followed eventually led to the road being completely washed away, creating a 35-metre gap and the community being cut-off.
In the immediate aftermath, Council’s roading team and contractors established 4 wheel-drive vehicle access upstream of the culvert site and by May 2023 a permanent solution was being investigated.
Today the twin culvert has been redesigned to be a 3.2 metre diameter single-culvert (which for context is only 1.1m smaller than the maximum legal height of a bus in New Zealand), with over 9 metres of stone strong blocks above it, up to the formation of Matahorua Road.

In addition to Chrystal Culvert, there are a further four large culverts and thirteen bridges requiring complete rebuild.

As well as the destruction of the Chrystal Twin Culvert, another five large culverts and thirteen bridges were destroyed. The focus now is on repair and restoration across the network. A programme of rebuilds and repairs has been developed with an estimated cost of $800 million. Due to the scale and complexity of the work required, this will likely take seven to ten years to be completed. Hastings District Council is prioritising work based on the vulnerability of roads to new weather events, levels of road use and the numbers of people affected.
