Frimley Pools, on the north-western corner of Frimley Park, has been part of Hastings’ public recreation landscape since 1967.
Over the decades, the site has served as a popular summer destination for families, schools and local swim groups, however, over recent years, use has markedly declined, from about 16,000 visitors a summer in 2017, to less than 5000 in summer 2022/23. It recovers less than 25 per cent of the running cost, with the balance funded by the general ratepayer.
Additionally, more than $750,000 would be needed over the next five years for the pools to remain open, with an immediate $110,000 repair required to fix a leaking water main
These figures, along with broader reviews of Hastings’ aquatic network, led Council to close Frimley Pools and investigate new uses for the site.
In March 2025, Council resolved not to move ahead with full deconstruction of the facility, but instead to seek community interest in repurposing the site for sport and recreation use. The land - approximately 6725m² in size - is legally classified as a Recreation Reserve under the Reserves Act, meaning it must continue to be used for recreation, or sporting activity. Commercial and/or housing development cannot be considered.
Council is now inviting Registrations of Interest (ROI) from community sport or recreation groups or organisations which may wish to take on the site. Proposals may involve reusing some existing facilities, making modifications, or developing new recreational spaces — as long as they fit with the reserve status.
Frimley Park is a well-used and much-loved green space in Hastings, offering sports fields, trees, gardens, and walking areas. The pools site is located at the Frimley Road corner of the park, adjacent to a small neighbourhood shopping area and within walking distance of several schools and the Regional Sports Park. It is also close to key cycling and walking connections.
The site will remain publicly owned. Council is not selling the land; nor is it being made available for housing and/or commercial use. Instead, it is seeking to offer a lease or licence to occupy to a group that can deliver recreational or sporting value to the community.

Hastings District Council is inviting expressions of interest from sport and recreation groups for the future use of the old Frimley Pools site. The 6725m² site is located at the edge of Frimley Park. The pools, built in 1967, have closed due to high maintenance costs, required infrastructure upgrades to pool plant and low visitor numbers. Council is now seeking new uses for the site that conform with its legal status as land identified for sport and/or recreation purposes.
