Planned drinking water and wastewater network extensions and road safety improvements began on Middle Road in June 2024. The first stage between Breadalbane and 150 Middle Road is nearing completion. The second stage between 150 Middle Rd and Gilpin Rd has started and has an expected completion date of December 2025.

Once the second stage of the Middle Road works is finished, attention will shift to safety improvements at the intersection of Middle, Iona, and Gilpin Roads, as well as the installation of three waters infrastructure along Iona Road. The entire project is set to be completed by December 2026.

Why are the stages of this project occurring immediately after one another?

It will be less disruptive for residents and road users in the long run, with time savings of 12-plus months. All four stages need to be completed, and removing the need for temporary reinstatement between stages contributes to the time savings. The other main time saver is closing the road to all-but residents and businesses, which enables the construction teams the room to work more quickly and safely. 

There are also projected savings of over $2 million in construction costs, compared to a traditional single-lane road works approach.

Why is this work being done?

The project enables residential development on the southern side of Havelock North, and aligns with Hastings District Council’s multi-agency Medium and Long-Term Housing Strategy. That strategy, put together by multiple government, local government, non-government and business representatives, was developed to increase the range of housing options across the district, from social, affordable, and private developments, to papakāinga and inner-city intensification.

How will the work impact me?

Detours are in place around the closed area (although residents will have access at all times). The map shows the road closure and detour route for the first and second stages of work.
You can expect to see increased traffic on the detour route and may wish to adjust your travel plans accordingly.

Hick Bros Civil Construction Ltd (HBCC) is the civil contractor carrying out the work on behalf of Hastings District Council (HDC).
