Engineering Code of Practice (ECOP) 2020

The ECOP is a comprehensive document which provides engineering guidelines to developers and contractors to assist them in complying with the District Plan, policies and setting conditions for Resource Consents for Subdivision and Land Use projects. It is one means of compliance with the District Plan.

Engineering Code of Practice 2011 (superceded)

This Engineering Code of Practice is a comprehensive document which provides guidelines on the engineering standards Council will use when setting conditions for Resource Consents for Subdivision and Land Use projects. The Code does not aim to provide “cookbook” solutions. The standards in the Code provide acceptable solutions, but not necessarily the only solutions, for the engineering issues associated with subdivision and land use projects.

The Gambling Act 2003 was enacted on 18 September 2003. The Act requires Hastings District Council to adopt a Class 4 Venue policy for the Hastings District in accordance with the special consultative procedure set out in the Local Government Act 2002.

The Racing Industry Act 2020 came into effect on 1 August 2020. The Act requires Hastings District Council to adopt a TAB Venue policy for the Hastings District in accordance with the special consultative procedure set out in the Local Government Act 2002.

Schedule 7 of the Local Government Act 2002 (the Act) requires each local authority in New Zealand to adopt a code of conduct. Once adopted, all elected members are required to comply with the code. This code of conduct provides guidance on the standards of behaviour that are expected from the Mayor and elected members of the Hastings District Council.

Enforcement Policy

The enforcement policy was approved by Council in August 2018. The policy is a high level document that provides guidance for Council Officers when undertaking enforcement and compliance work. The purpose of the policy document is to ensure there is consistency across council when dealing with regulatory matters and it provides mechanisms and processes to ensure enforcement powers are exercised appropriately. This policy will inform the public of councils approach, processes and actions in enforcement and compliance and creates transparency in the enforcement process.

Healthy Beverage Policy 2018

The purpose of the policy is to support healthy beverage choices at Council workplaces, facilities and Council-run events and promote water as the recommended healthy beverage of choice.

Liquor Licensing Policy 2003

This Liquor Licensing Policy updates and replaces an informal policy developed in 1994. The policy provides a framework for consistent decision-making about the sale of liquor within Hastings District and aims to contribute to the reduction of alcohol abuse. The Policy clearly defines the Council’s attitude to, and administration of, its responsibilities under the Sale of Liquor Act 1989 and represents a combination of community expectations about how alcohol is made available to consumers and the legislative requirements governing generally accepted norms of behaviour.

A local approved products policy is not mandatory, but Hastings District Council has chosen to develop a policy to guide the Psychoactive Substances Regulatory Authority in our decision-making on licence applications for the sale of local approved products.
