HDC Essential Services

The change to COVID-19 Alert Level 3 allows some council functions to resume, but it won’t look much different for the public.

Many council services are still being delivered by staff working remotely, for example consenting and some regulatory functions, in addition to the essential services provided. 

Although the Level 3 status allows some more flexibility for people to extend their bubbles, and for some businesses to re-open for remote trading, it is still important that people stay home as much as possible.

ESSENTIAL SERVICE Services being provided during Level 3
Water Drinking water supply operating as normal
Water quality checks continue
Water reticulation as normal
Chlorine-free public taps have been disconnected for public safety
Design work on key upgrades continue
Wastewater Operating as normal, issues being responded to
Key operational preventative maintenance items continue
Design work on upgrades and renewals continue
Rubbish & recycling General kerbside rubbish collection as normal.
Kerbside Recycling starts 28th April for glass, paper and cardboard only. Plastic and cans should be disposed of in the general rubbish.
Transfer Stations are closed to public, open to businesses who are account holders. We are working on opening to the public, check back here regularly for the latest information. Orange bag drop-off service still available at Henderson Road Transfer Station.
Recycling drop off points remain closed until further notice.
Transport

Road maintenance continues, including items such as:
Network inspections
Safety response
Emergency/ weather response
Sweeping/ litter/ detritus to keep road safe
Channel and culvert/sump cleaning to keep drains clear
Sign repairs
Pothole/safety maintenance repairs
Grading/spot metalling to retain asset and maintain access
Traffic management audits
Mowing and spraying for visibility, safety and fire risks

Some roading and infrastructure projects will resume once council contractors have met all health and safety requirements and building inspections will also resume.

Animal control Community Safety – dangerous dogs, wandering stock, pound welfare, dog intakes
Environmental Health Officers Public Health risks, BAU, Site visits if essential, nuisance complaints, noise control, alcohol licensing. Some site inspections
Cemeteries/crematorium

Cremation and burial operations
Note: chapel closed
Burials can be held with up to 10 people attending.

Parks/playgrounds/tracks

Playgrounds and most public toilets remain closed, Essential services continue, maintenance/construction projects resume. Some site inspections.

Following government and Sport NZ guidance for Level 3 the mountain bike tracks in Tainui and Tauroa Reserves, Havelock North, are closed.
Vehicle access on Te Mata Peak Road remains closed under Level 3 (the Tauroa Rd end is still closed due to the forestry project). In line with government advice, the more challenging MTB tracks (Hori and Te Ihu) are closed.

Public toilets Mostly closed – some left open for use by essential transport services.

CCTV Operating as normal
Contact centre Operating for phone and email enquiries
Receipt of new building consents, resource consents
Senior housing Welfare checks by phone
Building consents Building inspections will resume.
Dog walking

Please continue to keep your dog on a lead and clean up after it. Leads are still required under Level 3, even in usual off-lead areas.
