Council's objective is to make smart buying decisions, seeking sustainability and public value when purchasing assets or services. This is accomplished by encouraging and fostering fair competition and innovation, while ensuring potential risks are managed.

Hastings District Council spends about $110 million a year on infrastructure, facilities and services on behalf of Hastings residents. Our procurement not only has a budgetary impact, but also a significant impact on our local communities and the quality of life we enjoy. Projects, goods and services range from the sourcing of computer systems, to the installation of water pipes and the construction of roads and bridges.

Achieving sustainable outcomes through procurement 

Through our procurement process, Council aims to achieve public value whereby the focus  is not solely on price but about getting the best result over the whole life of the goods, services or works. This includes the concept of sustainable outcomes being that procurement can be used to support wider social, economic, cultural and environmental outcomes that go beyond the immediate purchase of goods and services. Council uses the phrase "progressive procurement" to describe the pathway to achieving those sustainable outcomes.

A key focus for Council is to keep building relationships with suppliers that encourage fair competition, innovation and certainty of supply for both parties. We welcome tenders for products and services. Suppliers can check out our regional Suppliers Guide here for advice and support.

Council can purchase goods and services using a number of models including open tender, pre-qualification tender, and direct engagement. To find out what goods and services are currently out for tender, check out the Government Electronic Tenders Service (Gets) website. Council has standard purchase terms and conditions. These may be modified depending on the item or service being purchased.

Health and safety is a key focus for Council. Contractors carrying out physical work under a contract with Council must be SiteWise qualified. Infrastructure construction, cleaning and security are just some of the types of work requiring this qualification.
