Public Notice of Application Concerning Resource Consent RMA20170280

Hastings District Council seeks resource consent to upgrade an existing 80 metre limestone rock revetment (constructed in 2013) and to construct a new 400 metre limestone rock revetment (extending west, from the existing revetment) at Clifton Beach (495 and 466 Clifton Road). The purpose of the revetment is to protect an existing access road that runs from the end of Clifton Road, parallel to the beach, over private land (Clifton Station), to the Clifton No. 1 Camp, Clifton Marine Club and boat ramp which are located within the Clifton Domain. The proposed works include realigning the access road further inland (within Clifton Station) by up to 5 metres through a recorded archaeological site (W21/176) comprising three borrow pits and several house-sites (no longer visible on the surface) to the east of the borrow pits, and the construction of a beach access ramp at the northern end of the revetment.
The subject sites are zoned Rural and Open Space 4-03 and are located within the Coastal Character Landscape 1 (CCL1). The proposal requires resource consent for a structure not provided for within the Rural zone, for a building with a gross floor area greater than 50m² (revetment) which does not meet the required yard setbacks and for earthworks exceeding the maximum quantity in any 12 month period, and may not meet the standard for building coverage. Overall, the proposal is for a Non-Complying Activity.
The land to which the application applies is as follows:
- 495 Clifton Road - Section 7 Block II Kidnapper Survey District and Section 10 Block V Clive Survey District (CFR: HBK4/320)
- 466 Clifton Road - Lot 1-9 DP 27414 and Lot 3 Deeds Plan 915 (CFR: HBW4/33) and Lot 3 and Part Lot 1 DP 6872 (CFR: HB184/7)

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that –
(a) adversely affects the environment; and
(b) does not relate to the effects of trade competition
