PUBLIC NOTICE OF APPLICATION CONCERNING RESOURCE CONSENT RMA20220352

Section 95A of the Resource Management Act 1991

Hastings District Council consenting authority has received an application from Hastings District Council for resource consent for the redevelopment of 206 and 218 Queen Street West (otherwise referred to as the former Briscoe’s building, originally the Hawkes Bay Farmers Co-op garage) and 223 Heretaunga Street West. The applicant has requested that the application be publicly notified: in accordance with Section 95A(2)(a) of the Resource Management Act 1991.

Description of Proposal:              

 

The proposal described is a redevelopment of the site, which comprises the following:

 

  • Demolition of existing buildings on the sites at 206 Queen Street West and 223 Heretaunga Street West while retaining the façade of each building
  • construction of a new three-storey medium-density residential apartment building with private parking (18 spaces) on the ground floor of the building
  • widening an existing formed legal service lane providing access to the redevelopment site from Queen Street West
  • provision of 14 public parking spaces along the western wall of the apartment building and adjacent to the existing service lane
  • construction of a pedestrian laneway from 223 Heretaunga Street West
  • provision of public park/greenspace to support inner city living and public amenities.

 

The subject site contains a Heritage Building (HB46) identified in Schedule 1, zoned Hastings Central Commercial zone and located within the Central Character Precinct in the Hastings District Plan (Partially Operative with the Exception of Section 16.1 & Appendix 50). The proposal requires resource consent as a Non-Complying Activity.

The application includes an Assessment of Environmental Effects, including specialist reports on heritage, soil contamination, parking, servicing, structural appraisal, project chronology, crime prevention through environmental design and history of the site. The application is available for inspection at Hastings District Council Customer Service Centre, 207 Lyndon Road East, Hastings, during office hours or on www.myvoicemychoice.co.nz. Copies of the application are also available at Hastings District Council Public Libraries.

At the date of this notice, a request pursuant to s92 of the Resource Management Act 1991 is outstanding; further information requested will be made publicly available on receipt. A copy of the information request is available at: www.myvoicemychoice.co.nz.

Submissions:

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that –

  1. adversely affects the environment
  2. does not relate to trade competition or the effects of trade competition.

You may make a submission by sending a written or electronic submission to Hastings District Council, Private Bag 9002, Hastings 4156. Submissions must be on or in format of Form 13 of the Resource Management (Forms, Fees and Procedure) Regulations 2003. Submissions can be dropped off at the Council, sent via post, or lodged electronically via www.myvoicemychoice.co.nz.

The submission must include the following information:

  • Your name, postal address, phone number and email address
  • details of the application on which you are making the submission, including its location
  • whether you support or oppose the application
  • the reasons for your submission
  • the decision you wish the consent authority to make
  • whether you wish to be heard in support of your submission 
  • if you wish to be heard, whether you would consider presenting a joint case with other parties who make similar submissions.
