Variation 4 'Iona Residential Rezoning'

Public Notice

Variation 4 ‘Iona Residential Rezoning’ is now notified for public viewing and members of the public are now able to make formal submissions to the Variation.

Variation 4 seeks to rezone approximately 55 hectares of land on the western fringe of Havelock North.  The purpose of the rezoning is to make additional land available for housing development in the Iona Road and Breadalbane Avenue areas to provide for the Districts residential growth needs.  This Variation gives effect to regional urban growth strategies being the Heretaunga Plains Urban Development Strategy and the Hawke's Bay Regional Policy Statement.  The extent of the rezoning area is depicted here.

The proposed Variation includes the insertion of new zoning provisions and accompanying Structure Plan provisions for the area and amendments to the zone maps and a number of existing sections to the Proposed Hastings District Plan.  The amendments as a result of Variation 4 are covered below.

Variation 4 can be viewed via E-Plan Councils Interactive District Plan tool and maps, using the following instructions:

  1. On Eplan home page click on the ePlan tab
  2. On top left of page click Select.
  3. This opens a pop up box and prompts you to Select a Plan Change.
  4. Click on Variation 4 Iona Residential at the bottom of pop up box.
  5. Select section you want to view from Contents bar on left side of page e.g. Section 8.3 Iona Neighbourhoods.  The Iona Variation changes are highlighted in beige.

  • Section 2.4 – Urban Strategy
  • Section 8.1 – Havelock North Strategic Management Area
  • Section 8.2 – Havelock North Residential Environment
  • Section 8.3  – Insertion of a new Iona Special Character Zone
  • Section 27.1 – Earthworks, Mineral Aggregate and Hydrocarbon Extraction
  • Section 28.1 – Advertising Devices and Signs
  • Section 30.1 – Subdivision and Land Development
  • Section 33 – Definitions

Appendices Affected by Variation 4, include:

  • Appendix 2 Figure 2 – Areas that may meet greenfield needs within the life of the Plan – Havelock North

  • Appendix 69 - Hastings District Roading Hierarchy

This rezoning is subject to a Streamlined Planning direction, published in the New Zealand Gazette on 28 February 2018.  The steps and timing of the direction are outlined in more detail on the project page of Councils website.

Council staff will be holding a public information session on April 18, 2018, at the Havelock North Community Centre from 3pm to 6pm.  Please attend if you would like to discuss any aspect of the variation or submission process with a member of the project team.

Submissions

The following persons may make a submission on the proposal:

  • a local authority, in its own area; and
  • any other person, but if the person could gain an advantage in trade competition through the submission, then the person may do so only if the person is directly affected by an effect of the proposal that—
    • adversely affects the environment; and
    • does not relate to trade competition or the effects of trade competition.

You may make a submission by sending a written or electronic submission to the Hastings District Council. The submission must be on ‘Form 5’.
