Dog Complaints

If you're experiencing issues with dogs in Hastings district—such as barking, roaming, attacks, or uncollected waste—you can report it to Council. The Animal Control team will assess complaints, follow up with dog owners, and take appropriate action to resolve the problem.

dog barkingIf you are experiencing problems with dogs in your area, such as loud and persistent dog barking, roaming dogs, dog attacks, aggressive dogs (threatening or rushing) or uncollected dog waste, Hastings District Council is here to help. Here’s how you can make a complaint and what to expect from the process.

Types of dog complaints:

Barking dogs

If a dog is barking excessively and disturbing your peace, you can lodge a complaint. Council officers may write them a letter or visit to assess the situation and may speak with the dog’s owner.

Before you report:

  • Try speaking to the dog owner if you feel safe doing so.
  • Record when and how often the barking happens.

Roaming dogs

Roaming dogs can pose a risk to public safety, other animals, and themselves. If you see a dog wandering without its owner or acting aggressively, please report it.

Important: If the dog appears dangerous or aggressive, do not approach it. Call Council on 06 871 5000.

Dog attacks

Any attack by a dog on a person, another animal, or property should be reported as soon as possible. This includes aggressive behaviour, biting, or chasing.
In case of an emergency:

  • Call 111 for urgent medical or police assistance.
  • Then report the attack to the Council.

Dog owners failing to dispose of waste

Dog owners are responsible for cleaning up after their pets in public areas. If you notice repeated issues with dog poo being left behind, you can report this to Council.

How to make a complaint

You can report a dog issue to the Hastings District Council by completing the online complaint form on this page or calling us on (06) 871 5000.

When submitting a complaint, it’s important to include as much detail as possible (without putting yourself at risk). Useful information includes:

  • Time and date of the incident/s
  • Exact location
  • Description of the dog and owner
  • Vehicle registration (if relevant)
  • Name of the dog or owner (if known)
  • A clear description of the issue (e.g., barking, roaming, attack, or uncollected waste)
  • If possible, include any evidence such as recordings of the barking or photos

The more information you can provide, the easier it is for Council staff to investigate the matter.

What happens next?

Once a complaint is made, an Animal Control Officer may:

  • Visit the property
  • Speak with the dog owner
  • Provide advice and information to the dog owner
  • Issue warnings or fines
  • Remove the dog in serious cases

Your identity is kept confidential, although officers may need to follow up with you for more details.
