Wastewater Treatment Process
The Hastings District Council (HDC) has a public Wastewater System that collects and treats domestic and industrial wastewater at the Wastewater Treatment Plant in East Clive. The final combined treated wastewater is discharged into the Hawke Bay via a 2.75km long ocean outfall. The wastewater system represents vital infrastructure that provides for the health, safety and well-being of the Hastings District.
On the 25 June 2014, in accordance with Resource Management Act (RMA), the Hastings District Council was granted a 35 year long-term Wastewater Discharge Consent for the disposal of treated wastewater into Hawke Bay via a long ocean outfall at East Clive. The new consent expires on 31 May 2049.
This was a significant achievement following a robust and detailed resource consent Application, Assessment of Effects on the Environment Report and Consultation Programme. The outcome was achieved thanks to the efforts of the Tangata Whenua Wastewater Joint Committee Members and the Project Team comprising Council Staff, MWH (technical expertise) and Bannister Von Dadelszen (legal expertise).
Annual Wastewater Discharge Compliance Report
A requirement of the wastewater discharge consent is the preparation, peer review and submission of an Annual Compliance Report to the HBRC. The technical report contains information regarding the wastewater treatment performance against the consent conditions. The wastewater treatment process is operating well and the report concludes that "the current treatment and discharge through the long offshore ocean outfall provides for an environmentally acceptable, sustainable and economic solution for wastewater from the Hastings District Council."

Wastewater Treatment Plan Open Day
Another consent requirement is that HDC hold an annual public Open Day at the Wastewater Treatment Plant in East Clive. This will allow the community an opportunity to view the plant and discuss the Annual Monitoring Report.
