At all times in public areas. In on-leash areas the dog must be leashed; in off-leash areas the dog walker must carry a leash. While a dog is in an off-leash area it must remain under the control of the walker at all times.
Barking is a perfectly natural behaviour however, dogs are not allowed to bark in a loud and persistent manner, creating a nuisance.
Council's administration building (Lyndon Rd, Hastings), libraries, swimming pools, playgrounds, sports grounds, Rangaiika Beach (between Ocean Beach and Cape Kidnappers).
Within 14 days give written notice to Council giving details of the residential address of the new owner and the address at which the dog will be kept. Complete the Change of Ownership form here.
