The Hastings District Council Class 4 Gambling Venue Policy has a ‘cap’ approach to class 4 gambling whereby the Council will not grant consent where the total number of gaming machines in the Hastings District exceeds 293. The number of machines currently operating or licensed to operate within the Hastings District is 284 and therefore there is room under the cap for an additional 9 machines to be licensed and operated.
The Hastings Returned and Services’ Association Incorporated seek to increase the number of their Class 4 Gaming Machines (Pokie Machines) by 4 from 14 to 18 at the Elbow Room Sports Bar, 1001 Tomoana Road, Hastings.
The application does not meet Clause 6 (v) which states:
The Elbowroom is located within the Suburban Commercial Zone and the principal entrance is located within 100 metres of residentially zoned land.
