If you plan to sell raffle tickets in a public place you will need to apply to Council for a permit (the application form is available via the button below). Please note, the applicant must present a raffle book to Council at the time of application. A photocopy of this will be retained by Council.
The standard conditions for a permit include:
The sale location must be approved by Council. If it is to be in front of a shop, then the shop Manager must give his/her consent too. In the case of the Hastings Mall, raffles may only be sold from in front of Paper Plus unless Council approves another location.
The permit is valid for two days only and there must be at least one day between these when tickets are not sold. Each organisation will only be permitted to sell tickets in the District once per year.
Only two persons are permitted to sell tickets at any one time. One of these names must\ appear in the application form.
Raffle sellers must at all times remain in the agreed location and preferably sell from behind a table.
Sellers must not annoy, hassle or pressure passers-by into purchasing tickets or obstruct any part of the footpath while selling.
Council reserves the right to refuse to licence for any reason or where it believes the sellers do not represent the organisation they say they represent.
Council also reserves the right to cancel the licence and require the sellers to cease operating at any time if any of these conditions are not met or if for any reason it believes the sellers presence or behaviour is unacceptable.
